John Proctor Joins Tait Systems Board, Paul Hallowes Appointed CEO

Tait Systems New Zealand has a significant leadership transition taking effect as part of its ongoing commitment to delivering the new Land Mobile Radio (LMR) network as part of the wider $1.4B Public Safety Network (PSN) programme.
Effective 1 January 2026, John Proctor has stepped down as Chief Executive Officer and assumed a director position on the Tait Systems NZ Board. John will continue to contribute strategically, supporting governance and undertaking specific reviews for the Board. He will also remain available part-time during 2026 to assist with a seamless leadership transition.
Joining the Board marks the next chapter for John, who has led Tait Systems NZ through a critical phase of delivery. The LMR has achieved good progress (as at 31 Dec 2025), including:
• 286 of 500 sites acquired
• 97 sites built
• 87 sites under construction
Tait Systems Board Director Penny Hoogerwerf commented, “John’s leadership has been instrumental in establishing Tait Systems NZ as a trusted partner in delivering one of New Zealand’s most important infrastructure projects. His move to the Board ensures continuity and strategic oversight as we enter the next phase of delivery.”
Effective 5 January 2026, Paul Hallowes assumes the role of Chief Executive Officer. Paul brings over 30 years of experience in radio and telecommunications and has played a pivotal role as General Manager of Networks, driving progress on the PSN rollout.

New CEO Paul Hallowes said he was very eager to get started. “I am super excited to take on the CEO role, John has set Tait Systems up for success, and I look forward to building on all the hard work to date and delivering the LMR network for emergency responders across New Zealand.”
Outgoing CEO John Proctor said, “I’m incredibly proud of what the team has achieved so far. These milestones reflect the dedication and expertise of everyone involved. I look forward to seeing even greater achievements under Paul’s leadership.”
